The bees need a lot of incoming resources to trigger their wax glands. Typically, during a nectar flow is the when you see the bees drawing out wax. This normally happens in the spring when there is ample rainfall patterns, and lots of nectar coming into the hive daily.
If you want them to draw out a single frame, placing a blank frame between the pollen frame and the brood frame next to it will push them in the direction of the food supply.
If you want them to draw out a box of frames, expect different requirements.
A strong Nectar Flow, or simulated flow using an unlimited supply of syrup supplements, combined with a heavily populated, mite free, colony in nice warm weather are the target conditions to drawn out foundation.
However, there are different grades and types of foundation available. When using the standard single coated waxed Rite-Cell® Foundation we carry, using it fresh is best.
